A couple of things to remember when thinking about mid majors receiving an at large bid; one is the built in bias to the larger schools, and secondly, since they would have to lose in their conference tournament to receive an at large bid, that loss could/would cause a drop in their whatever computer rating you choose to use. Because of this, for a mid major to feel safe heading into their conference play, I believe they would have to be ranked in the top 30. The next 10 would put you squarely on the bubble.

I think the little guys have been shafted for long enough IMO.
There have been some tremendously talented non-power conference teams left out of the big dance through the years and basketball fans around the world have been deprived of watching them on the biggest stage to the benefit of the mediocre teams of the power conferences.
I underlined your quote to show that the selection committee's way of thinking has bias built into it.
What does it matter WHEN you win or lose? You've either accumulated enough lower-value wins to overcome the fewer high-value wins from power conferences or you haven't.
This is how Murray went from #25 in the nation to falling off the face of the planet by a 1-point loss in the conference tournament.
We didn't even get an NIT invitation!
This has happened to other outstanding mid-major teams too, not just Murray State.
What a travesty.

And yet somehow .500 teams from the major conferences don’t ever seem to have their status damaged by a conference tourney loss even if it happens in an early round. I really believe there should be a rule if you don’t have a winning record in conference play, you aren’t eligible to receive an at large bid.

I used to think the same thing until I realized a team could be a legitimate top-30 team but play in a conference where 6 other teams in the conference are top-20.
In this case, such a team is still better than the other 327 Division 1 teams.
Think in terms of where a team ranks as a percentage of where the rest of the teams rank.
If a team beats a team in the top 5% of all teams, it should be worth more than 95% of all the other wins. Same thing with losses. Losing to a team in the bottom 5% of all teams, should penalize a team more than 95% of all the other losses.
This is why the power conferences have the advantage over mid-majors. By the law of large numbers, even mediocre teams will pull out a quality win every once-in-awhile. Doing so would be the equivalent of 4-7 wins against lesser competition. Conversely, mid-majors play more bottom-tier teams and, so, it stands to reason that bad losses will crop up from time to time. These, too, would be the equivalent of 4-7 losses compared to top-tier teams.
I'm okay with the conference record as long as the FULL BODY OF WORK puts them in the top 46 or so of all teams.
What I dislike is the talking heads trying to explain why a team whose FULL BODY OF WORK puts them 15 places behind a deserving Mid-Major team solely because of their "Quality Wins" and the Mid-Major's lack of "Quality Wins". They try to encapsulate an entire season of work into a couple of games. This is the same reason why I dislike our tie-breaker system - it leaves out the importance of all the other games and focuses in on just 1 or 2 games.
Each win advances Mid-Majors and Majors alike up the standings and each loss causes them to fall back in the standings and rightly so. Majors may advance more quickly and decline more slowly with their "Quality" opponents but if their FULL BODY OF WORK doesn't advance them enough season's end to overtake a Mid-Major's FULL BODY OF WORK then so be it.
